The copyright implications of full-text or image delivery can't be ignored,
but they need not prevent such services being developed. There's been
discussion on the list of Ariel and ADONIS systems, both of which are used
in this library.
We are also planning to make some image databases available in mid-late 1996
on our national network. The images will be made available through a new
bibliographic system being developed by the National Libraries of Australia
and new Zealand, and which will be marketed as World 1 in Australia. At
present we have two citations databases available online through our
existing network which will have accompanying image files in the future (and
possibly others). Most items being indexed for our Australian Public
Affairs Information System (APAIS) and Australasian Medical Index (local
MEDLINE supplement) will have an image file for each article, linked to the
citation, so the system user can navigate directly from a citation to an
online image of the whole document.
One of the major tasks in setting up this system is negotiation with the
Copyright Agency Limited, the copyright body in Australia. They, and us,
are talking to copyright holders about the returns they want from having the
document images available on the network, and we are optimistic we can reach
agreement with most if not all copyright holders, on terms agreeable to both
parties. There are of course many other issues (technical/workflow etc)
involved in getting it all working, but it is well on the way.
